It is an antique tunic.

This is a sacred garment worn by the priests of the church. It is normally sleeved, but when I found it, it was sleeveless. It can be worn as a sleeveless tunic dress or as a layered piece.

There are fine gathers around the neck, and the fluffy volume comes from all of these fine gathers.

Measurements are taken along the pattern, so they may differ from the actual shoulder width and sleeve length when worn.
