It's an antique bag.

A sturdy, thick leather bag for hunters. It is for carrying ferrets during hunting, and the holes are to allow the ferrets to breathe properly.

The key was not there when I found it, and it does not open or close smoothly but it does open and close without any problems.

Since this is an antique that was used at the time, there are cracks in the leather. One metal fitting has come off.
