A skirt with a sheer hem that was used as a petticoat at the time.
The silhouette of the time was to tightly wrap the back of the waist and add volume to the area.
There is some lace at the hem and fabric has come undone. There is a crease under the skirt opening, but it can be easily repaired (I always appreciate your help).
