It's antique lace.

Scraps of embroidered muslin fabric. The set includes what is likely to be a skirt and the same type of embroidered scraps. So it appears to have been a dress.

The fabric is very delicate and does show some tears, but the gorgeous embroidery makes it an authentic antique material that can be used in a variety of ways.
